Commenting on the publication of the Scottish Government’s Renewable Energy study for the Outer Hebrides, Comhairle Leader Angus Campbell said: “There is much to be welcomed in this report. I very much welcome the Scottish Government’s declaration that the “Western Isles Can Power Ahead With Renewables”.
He added: “It is encouraging that the Scottish Government shares the Comhairle’s long-held view that renewable energy can be a key economic driver for the Islands.
“We note the Minister’s commitment to work with the Comhairle and other agencies on driving economic activity in the Western Isles and we look forward to that process.
“In general terms I welcome the fact that the Study recognises the clear potential of the Outer Hebrides as a location for onshore wind-power.
“It is good that the study is clear that 150MW of generation can happen in North Lewis in harmony with environmental designations. “
(The study actually says that while it  it is “technically feasible to expand the scale of development in these identified areas of search to around 150 MW, a development of this scale would be more difficult to achieve).

Mr Campbell added: “150 MW produced by circa 50 turbines would produce a substantial quantity of green energy and bring in significant benefits which can be used to stimulate economic and social growth in our communities.

“I also welcome the fact that the study suggests that the development of a joint venture company with a developer, is the preferable means of maximising community benefit, while spreading developmental risks.

“If a new project comes forward as a result of this Study I would hope that we see a venture that creates a 50 / 50 development between a developer and the local community.”

He said: “It is disappointing, however, that the report only identifies a potential of 150MW for North Lewis, particularly given the excellent wind resources of the Islands. That is a wasted resource at a time of economic challenge for the Islands.

“The Comhairle’s view is that around 75 turbines would be required to provide the stimulus needed to provide appropriate economic impacts, including the regeneration of the Arnish Yard.
“However, the most important result to emerge from this study must be action to further the development of renewable energy in the Outer Hebrides.
“The Scottish Government must build on this study and use the renewable energy potential of the Islands as a driving force for the wider economy of Scotland.
“The Government’s recent press statement in regard to the consent for the Siader project, stated that 70 jobs will be created as a result of that 4MW development.
“This confirms the significant job creation and economic potential of the renewable energy sector.
“This potential has consistently under-pinned the Comhairle’s support for the development of a renewable energy industry in the Outer Hebrides.
“It is increasingly essential, however, that we translate that potential into reality and I hope this Study paves the way for action.
“That action must include a speedy decision on the Eishken application in line with the Comhairle’s view that the proposal should be consented.
“Any other decision in the current economic climate would be a bitter blow”.
